NHW BJ Community Communication Centre - An Aspirational view

NHW BJ Communication/Media Hub

The Vision is for Public Libraries to associate with the local Neighbourhood Watch schemes to serve our new digital community, by encompassing DIGITAL learning, media, news, social, communication, education, with all encompassing leisure/social activities for ALL age groups incl interactive large TV screens , rolling news, Wi Fi , travel and news documentaries discussions group and interests .

It is acknowledged that 42% of the UK “Over 50’s” have never used a computer
Nottinghamshire County has a population (estimate) of 780,000 (433,000 homes )
100,000 are 50<60yr olds (12% of the county’s population)
95,000 are 60<70yr olds (11% of the county’s population)
+ 98.000 are 70+ yr old (11% of the county’s population)
A potential of 293,000 “Over 50’s” - ( in the county - excl Nottingham City)
Of these 293,000 at least 123,000 will NOT be familiar with a computer, the internet or e mailing and yet more importantly many will also experience regular isolation with only limited everyday contact, with others in their community.

The NHW organisation is the largest community-based, voluntary charity in the UK. It has more than 10 million members countrywide. – it is acknowledged that the majority of NHW volunteers are "Over 50" The involvement of the libraries with the UK largest volunteer charity NHW should enhance and assist in bringing together the ever widening age groupings involvement and establishment. However, Libraries need to become Digitally sustained centres for Social, Learning, Contact, Communication, News Centres available to ALL AGES grouping together for the benefit, tuition, personal development - with the establishment of limited “outside normal working hours” access

IN June 2010 together with my wife Sandra, we re-established the defunct village BJ NHW scheme . This was achieved with the agreement and assistance of the then Notts Police NHW liaison officer Bob Vaughan .
During a period of 6 days when we recruited 13 volunteer Street co-ordinators . Within a further 7 days we organised and staged a village NHW open day ( attended by the Police , Crime Stoppers, local businesses ) which was a resounding success – overwhelming attended , and at which we successfully recruited a further 25 co-ordinators .

Following these initial achievements we found we were then “on our own” and left to our own devices – Yes ! There was unlimited publicity material available thro the National NHW, but little else. However we must add, we did seek and received welcome advise from both Bingham and Radcliffe NHW scheme co-ordinators with invites and visits to their monthly meetings.

The isolation of the Notts County’s rural NHW schemes still exists although the newly created NottsWatch organisation now may well be able to rectify this. However in our mind, effective widespread communication remains the single individual topic and action which can assist and improve the effectiveness of the actions and work of the NHW Volunteers

Those of us who choose to live in Rural and Urban communities within the our county and as a direct result of the national economic environment are now facing ever further increasing difficulties with public service cutbacks. As communities and individuals we need to and should adopt (the NHW ethos ) and introduce proactive style initiatives and work to develop answers to ease the local area situation for ourselves and NHW members and those who rely on us

As Joint Co-ordinator ( together with my wife Sandra ) of BJ Community Neighbourhood Watch We envisage establishing a permanent, open to all, NHW Online interest group for socialising , personal/ group digital improvement, learning and trouble-shooting PLUS the introducing the development of computer training and social communication within and thro-out all adjacent local communities ( BJ &B, Shelford , Gedling Village, Lambley, Oxton, Lowdham, Gonalston, Hoveringham, Caythorpe and Gunthorpe etc )

A development of this nature can have significant benefits for the collective NHW/Police activities (crime reduction/detection) with an expansion and integration of an “Ears, Eyes and Grapevine” initiative. As Burton Joyce still has a functioning Notts CC Library is centrally and conveniently geographically located for all the 10 villages we suggest the village acts as the Communication Hub

Such NHW inspired development can also have a significant positive impact on all local activities by bringing communities closer together and circulating all types of information such as planned activities and social interests , general announcements, specific announcements, best local offers, specialised services and products, help lines, social agencies, specific and personal individual assistance, interests etc., etc.

A coming together of communities via online, digital links, forums etc. has many personal and community benefits

The cost of creating such a network around the existing BJ Library is mainly in time and community endeavour, however endorsement from Notts CC, Borough/District councils, local Parish Councils, Police, etc with possible/ occasional donations and sponsorship from local sources ie Virgin, BT, Talk Talk and local businesses etc can enhance “the Hub” facilities at BJ with equipment, consumables etc., ( printing, laptops, dongles etc) over a period of time

For example BJ Parish Council has promised Wi Fi facilities ( promised in BJPC notes/minutes)to the BJ library

A renewed BJ NHW “Drop-in” can readily develop into a BJ Communication Hub with volunteers completing training, manning computers and assisting ongoing direct communication with other remote NHW in the local villages ( learners who may have or are involved with the ABC Initiative) and of course others county, nationally and worldwide ( time on the internet and Skype is free )
Establishing a community ONLINE help line at BJ Library with access to ALL local emergency services, Help lines and Social services, NHW POLICE and Charities ( Age Concern etc )will help everyone

Creating a group which enables self expression, contributes articles and opinions on local services and activities for regular postings within the community website burtonjoyceonline.co.uk contributions can stored and transferred to an editor (via individual re-usable “memory sticks”) can instil fresh confidence and interest
Once Wi Fi is available it can deliver additional sessions which enable residents to connect with remote friends and relatives AND use their own laptops onsite
A significant aim of the project is to create day-time involvement for those within our community who may be looking for day time social contact and interest, in order to combat an increasing solitary existence due to age and circumstances

It is worth adding a comment at this point on websites and social media
Website are expensive in their design, ongoing running cost, webmasters time, maintaining and updated with relevant news, comments and interests with sufficient stimulus to create and maintain good levels of regular return visitors ( 70%) bi-weekly/monthly
The most effective and popular websites are consumer based comparison and those offering excellent choice of retail offerings and online purchasing.
Websites dedicate to local affairs, societies and groups are no longer providing the high level online interest expected by the present day Onliners.
The News Sites of BBC, Sky CNN dominate the news market with SOCIAL MEDIA sites eg TWITTER, FACEBOOK etc and the like greedily gathering the masses particularly the regular ONLINERS. The 140 characters and instant online posting of TWITTER and FACEBOOK their facility to add images and links has transformed online news distribution

The recent and current Tunisia/Egypt/Libya/Syria,“Arab Spring News” illustrates completely the instant capability of social media for collecting/ illustrating and circulating news and information.

Even regional/local/news posting coming out of small newsrooms and specialist outlets, influence and effect change in urban/ rural community attitudes and actions. Social media is ideal for Alerts and instant local messaging, information and communicating general or specifically orientated information for individuals and small local organisations .

Yes! Social media is definitely the way forward for local Online simple one-off local messaging, maintaining contact, seeking help etc. The NHW should make greater use of it

Finally a meaningful/genuine relationship between the NHW and members/the community/ the Police/local Councils & Councillors/MP/NottsCC Library service/Social Services and Aid Agencies requires does greater endeavour all round
Collectively we owe it to our communities to do something positive, with haste to change the Status Quo.

It requires only a POSITIVE change in attitude

Burton Joyce Village Plan REVIEW

We are justly proud and priviledged to be residents and members of the village community (since 1971) and instrumental in re-establishing the “BJ community NHW “ in mid 2010.

In late 2008 we created and developed “Burton Joyce Online” our Community website - (www.burtonjoyceonline.co.uk) .

Over the period we have attracted a great number of BJ friends .. .. plus several “not so friendly” acquaintances who have not appreciated several of our comments and opinions ( sometimes the truth hurts and/or may be misunderstood )

We are seeking to provide the community information

a)“Online” via our web site,

b) by our e mail circulation list (descrete and private)

c) by offering our “burtonjoycenews” letter, freely available via e mail (discrete/private) and at several locations within the village centre -

The content of our “burtonjoycenews” is and will always be wide and variable including topics associated with the NHW, Local Authorities , Parish Council activities and subjects of interest ( serious, amusing and contentious ) to all in our community – young, mature & seniors

NOW We did intend to begin the first of our reviews and comments on the progress or otherwise on the concerns and suggestions schemes listed within the recent

After deciding to review the “Burton Joyce Village Plan- 2011” publication We drafted out copy for the eventual posting online. After a couple of days allowing it to develop, We have now decided NOT to post the notes. Instead we have decided to archive them, within our ongoing study and research paper into the “BJ Community 2009 < ? “ - So here is our alternative and brief conclusion to the current publication

We are of the opinion that the BJVP conclusions reached after 2 years of investigation, culminating in the BJ Village Plan - 2011 publication, is that the initiative lacks the overall, authoritative, technical, content which is necessary for implementing such lifestyle changes needed for our community undertaking.

We suggest that the majority of our community - 74%- who did NOT complete/respond to the BJ Village Plan Questionnairre anticipated the same conclusion !

A final comment - was the creation of the BJ Village Plan and its working committee the direct result of the complete lack of empathy, understanding and communication of the community’s needs/opinions by our Parish Council over the last 5+ years?

Understanding of the need of the BJ community could have, and still can be, obtained with a greater degree of accuracy, less financial expenditure and certainly over a much shorter time period. This can be achieved by all Parish Councillors having REGULAR personal “face to face” contact with each and every interest group, society, organisation’s membership and residents in our community instead of the PLANNED QUARTERLY COMMITTEE MEETINGS –

BJPC ‘s newly created “Community Engagement Committee” please note !!

Obviously the individually schemes listed, will all progress at different rates/speed. However we do suggest, even at this early stage, that full provision is quickly established and put in place to keep all the community, promptly and FULLY INFORMED with PRO-ACTIVE “Open and Transparent” COMMUNICATION

BJ OLD SCHOOL

BCTV - OLD BJ SCHOOL MAIN STREET

WHAT A DISGRACE for the village and such an eye sore - located within the premier and the most significant heritage location in our village - is one of the few remaining Heritage buildings within BJ. It is the Old BJ School - now “not so grandly leased” and certainly not grandly kept and serviced by of all people – the BCTV ( British Conservation Trust Volunteers ) .

Some two years ago BJO independently approached the Trust to seek their co-operation in tidying up the site and allowing the community access to the grounds for the passing of some of their leisure time, during the frequents visits to the village centre. This was amicably discussed and improvements were made including tidying up the site - opening the access gate for our resident to gain access etc..

BCTV - EYESORE in BJ

Now once again it has all been allowed to deteriorate way beyond imagination.

WHY is it that the BJPC, BJ Village Plan, St Helens Church ( owners of the site) and possibly the BJ Preservation Society cannot /do not, get together and resolve the matter with the BCTV once and for all . After all we understand the present BCTV lease does not expire until 2021- do we have to tolerate another 10 years of this eyesore – tumble down Asbestos building – and the constant deterioration of the grand Old School’s building fabric ?

If so Why?

If NOT - PLEASE can an agreement be reached quickly - This unnecessary eyesore has been in existence far too long

With great admiration, thanks, appreciation and a pride expressed by our village community, we are pleased and humble to announce our first "Burton Joyce Community Champion ".

"Words will never be sufficient to express the great thanks our community owes to this slight in stature ( yet colossus in application) )talented, unselfish, friend and colleague. A lady full of integrity, who unselfishly gave of her time and talents to friends and the community in many diverse ways - mineral extraction , flood defences, Parish Council, country/riverside walks and paths, rare-flora registering etc -The BJ Residents Association.

How many of us were aware of her personal achievement with her creation of a Literacy Charity.

She packed much into her later years, keeping the gravity of her illness to herself. She is a worthy first - Burton Joyce Community Champion"

An indifferent BJ community - NO!

The BJ Community

Why is it that our community apparently has little or no interest in the choosing and running of our Parish Council ?

One reasoned answer may be that BJ has a community consisting of White Collar workers, Upper Management and Professionals , Self employed, Business executives , and Upper End Earners etc. This coupled with the fact that 50% of the BJ population are Over 50 yr old ( actually more than half of these are also Over 60), plus.. 35% aged between 35 and 50 yr old. The majority of BJ within these sectors being high value home owners with only a few Local Authority Households .
The recent local elections resulted in - 46% voting Conservatives. 27% voting Liberal and only approx 20% voting Labour, - a significant statement made by the community

These facts infer that the vast majority of the adult BJ population have experienced and come through difficult times before, Food rationing “Yes really”, with miners strikes, industrial redundancies/closures, devaluations , economic crisis situations, foot and mouth epidemics, spend and bust, inflated house prices etc., etc .

One result of these experiences probably is why the majority of our community can and do fend for themselves - they have the confidence and capability to manage their own affairs and use their social time without the intrusion of a – A Parish Council - which contributes little to their individual lifestyle –

It is also worth noting that situations such as opposing the “Mineral Extraction “ , the Bus Plug and the initiative for Flood Defences were actually community/resident lead

We ask all old and new members of the new BJPC to ensure they are familiar with and abide by

CODE of Conduct expected of PARISH COUNCILORS

2. A member must -
(a) promote equality by not discriminating unlawfully against any person;
(b) treat others with respect; and
(c) not do anything which compromises or which is likely to compromise the impartiality of those who work for, or on behalf of, the authority.

3. A member must not -
(a) disclose information given to him in confidence by anyone, or information acquired which he believes is of a confidential nature, without the consent of a person authorised to give it, or unless he is required by law to do so; nor
(b) prevent another person from gaining access to information to which that person is entitled by law.

4. A member must not in his official capacity, or any other circumstance, conduct himself in a manner which could reasonably be regarded as bringing his office or authority into disrepute.

5. A member -
(a) must not in his official capacity, or any other circumstance, use his position as a member improperly to confer on or secure for himself or any other person, an advantage or disadvantage; and
(b) must, when using or authorising the use by others of the resources of the authority -
(i) act in accordance with the authority's requirements; and

2011 BJ Parish Council Elections

Apathy? or contentment!.

The nominated individuals for the 2011 Local Government Elections for BJ Parish Council reveal, a puzzling situation

The situation is that 2 of the sitting 11 PC councillors have chosen NOT to continue in office and seek re-election, the other 9 have had themselves proposed and seconded for re-election once again - well that is not really the case for the majority of them were "co-opted"(accepted by existing PC's in office).

However ONLY two new nominees have been put forward as prospective PC's -
(which in the circumstances means all the nominations will automatically become the new/replacement un-opposed Parish Councillors) .

One of the new nominees is a well established local gentleman, familiar with and in local affairs and probably well suited to the new role. However the other is the gentleman spouse of one of the established existing Parish Councillor -(nuff said!)

My question is :

Is it that the voting residents of village are well satisfied with the performances of the individual Parish Councillors and their collective efforts over the last period and seek no change ?

.
Is it that the vast majority have a measure of complacency for and with local affairs ?
.
OR
.
Is it that as individuals they realise that they even together with others they cannot hope to change the attitude and mindset of the existing PC Councillor grouping ?

OR
.
Is it that our residents consider the Govenment's idea of a Big Society - as being flawed - by/with the intransigence of a few who are already entrenched in positions of influence within our local administrations ?

May 2011 local elections

On May 5th we are asked to vote a “YES or NO” on the proposed AV system ( Alternative Vote). The AV system is intended to provide a much fairer system for the selection of a political representative and a replacement to the existing "First Pass The Post"

At the same time we will also be asked to vote for
BJ Parish Councillors and Gedling Borough Councillors

Those who are eventually elected need to be aware that we the community do need an “Open and Transparency” society, for we are mostly - adult with reasonable understanding and an acceptance for change when it is required. Change which is FREE from manipulation and any oblique mis-informing of OUR SOCIETY SITUATION/OWNED FACTS

We should and need to insist on OPEN and TRANSPARENT governance, which provides sensible and prompt decision making. We need decision-making free from procrastination - which absorbs so much valuable time, and public finance in materialising

PS - justice OR INJUSTICE ?

2009 BJ Parish Council handed down their own style of punishment (injustice) to two residents in our community. The decisions were taken by the BJPC behind closed doors without the opportunity of genuine appeal ( Councillor Blandamer was part of that decision)

2011 We see from the media that the present mayor of Gedling and Conservative Councillor for Burton Joyce ( Councillor Blandamer) has been "de- selected" as a candidiate for the coming May 2011 elections

Cllr Blandamer has said she had not been given the chance to appeal and had not received a valid reason why she was de-selected. "I do not believe that the constitutional rules have been followed throughout the process," she said.

Could this be an example of "you reap what you sow" ?

It is with regret that we record the death of the wife and mother, Julie O’Neill, aged 67, who passed away in the early hours of Wednesday 2nd March after losing her battle against cancer.

"Julie" as we have always known her, was inspirational, a one off, a true friend, an unselfish tireless worker for all within the BJ community .

She probably was more widely known as the person who was instrumental in the creatiion of the "Burton Joyce Residents Association" using it as an official vehicle for fighting against the proposed "Mineral Extraction Application" . She also spearheaded the action to improve the Village Flood Defences.

Latterly Julie was the person who was instrumental in raising the issue of, and in securing the financial grant required to re-instate the condition of "The Grove" to a conclusive and satisfactory environment for the public to enjoy

This "small in stature" lady was a giant amongst men, with a spirit for questioning and a persistence in opposing what she determined an injustice. This side to her character, resulted in her decision to resign from serving as a Parish Councillor in 2009 - In our opinion a great irreplaceable yet understandable loss to our community.

Her loyalty to her husband Brian, family and friends was always unquestionable, her quiet spoken demeaner, analytical talent and kindness will surely leave a huge void within our community, which may never be repaired

Julie will be surely missed, but never forgotten

BJ Library CUTS

WOW! - A FULL HOUSE at the community meeting on "NOTTS CC LIBRARY CUTS" held at the Library was well attended by so many residents that additional chairs had to be brought in to cater for the numbers (approx 100+ ) .

BJ LIBRARY – PAST/ PRESENT/ FUTURE - CAUSE/ AFFECT/ SOLUTION

Surprise! surprise! The two representatives present from NOTTS CC could not provide an answer or suggestion to the question as to why library numbers generally had decreased and were continuously falling - Unbelieveable !

How on earth can the establishment hope to run a successful library service if they are unaware of cause and affect? - We suggest the remidy will invariably be based simply upon financial retraints

We are told almost everyday now that libraries throughout the country are being closed by Council Authorities because they have to make cuts in their budgets. Which is why communities such as those in Devon , Worcester, Richmond, etc and over 100 others throughout the country are taking action with the formation of local "FRIENDS of LIBRARIES" - We need consider a similar initiative here in BJ., however as was suggested from within the meeting this possible initiative -( Friends of Burton Joyce Library) - should be divorced and detached from NOTTS CC control ( which incidentally is acceptable to Notts CC)

THE SOLUTION is surely that we the BJ community must develop a permanent strong solution to safeguard the long term existence our own library. A solution which will stand the test of time, preventing all possibility of the futher adverse revisions within the revisits to the annual Notts CC budget reviews

We need to take the “bull by the horns” and create an independent Community initiative such as the “Friends of Libraries” and develop a permanent solution based upon meeting the requirements of all ages of those within our community with due and vital consideration given to the issues suggested and necessary for the development of the British Library service 2010<2020 in the recent Governmental Report

We should question where is goes

What is it that persuades the normal well meaning and average community minded individual change upon achieving a stature of Office or Administration within local/county/national government? Why is there a change with the invariable and immediately adoption and need to protect the “establishment line and status-quo” ?
Is it misplaced ambition, misunderstanding, fear of not being accepted by new work colleagues, greed, the instant elevation of themselves above their own roots, the need to be accepted by and to impress new colleagues? Or is it simply to satisfy their own inflatable ego within a perceived status ?

Why is it that genuine change and due consideration to events and circumstances takes for-ever and absorbs so much public time, and public finance, to materialise?

Why is it that particular representatives and guardians of our community interests easily loose the personal values and the obligation to serve with integrity and due consideration?

Why is it so difficult to realise and accept that the finances of governing actual belong to the population and individuals they serve.

We the community, simply ask for an “Open and Transparency” society. We are for the most - adult, with a reasonable understanding for, and a realisation when the need for change is required . We do understand that our personal, local, regional and national circumstances may need an adjustment to meet the changing times, financing etc, WITHOUT the need for the manipulation and oblique mis-informing of OUR SOCIETY SITUATION/OWNED FACTS .

Those within the local Establishment should be aware that many “watchers of public affairs and actions” can and do understand the ramifications of financial balance sheets, together with the means and mechanics used for recording, allocating and attributing specific items between the lines .

The proposed Notts library cuts by Notts CC, appear to be causing less concern to some in our community, than the suggested decision of the GBC to remove completely the public toilets adjacent to Roberts Playground.

Evidently the BJPC has been offered the facility at a peppercorn rent, providing they finance the ongoing upkeep accessed to be around £10,000 per year, which they doubt whether they can justify

Cuts in cash to BJ Parish Council

A recent statement by the BJPC goes as follows

Our capital aid grant of £4929 has been lost completely, (WHAT DOES THIS MEAN ? - WHAT IS THIS REALLY FOR ?)

together with a further £4071 from the revenue grant (13.8% of total). ( WHAT DOES THIS MEAN? - WHAT IS THIS REALLY FOR ?)

GBC funding accounts for about 30% percent of our income and is applied for by BJPC to cover shortfall in income to expenditure for key services. ( WHAT ARE THESE KEY SERVICES ?)

The BJPC needs to review how this decision will affect us. ( YOU BET !!)

Preliminary indications show that increases in revenue from the Sports Ground and Cemetery fees will help soften the blow. ( OH YES! AND DOES THE INCOME FROM THE POPLARS ACTUALLY MEET FULLY ITS TOTAL OUT GOINGS ? - ALSO IT APPEARS A GOOD JOB THAT OUR FAITHFUL RESIDENTS KEEP "PASSING AWAY" - FOR THIS OBVIOUSLY ASSISTS THE BJPC AND IS A VITAL TO BALANCING THE BOOKS)

However additional items such as taking over the Public Toilets at the Recreation ground or assisting in more litter picking or verge cutting are clearly under pressure ( OH DEAR! SUCH A PROBLEM IN THE BIG PICTURE)

I’m chairman of a community radio station, keen to create a sense of community. The local council decided to update a public park, and applied to the Heritage Lottery for a two-stage application. They received £152,000 as 75% of first project total required on the promise that the District Council would cover the other 25%. They did, saying they would raise that money from voluntary effort. They created a ‘Friends of….’ association. With another member of my team I was elected to the committee, my colleague as secretary. At the first meeting I asked how the money was to be spent, and how we could help. I was told that I didn’t need to know, my job was to weed the gardens. That seemed strange as I knew a contract for £118,000 had been awarded to a Northants-based consultancy to act as lead consultant. The first secretary of the association (a council employee) took most of the rest of the grant money as the newly-created Project Officer.

Next I hear that ‘the committee’ has met (without telling the secretary), decided that **I was disruptive and banned me from the committee and the association. Checking the constitution I found they needed the full membership to remove me (for asking questions). Their response to that was to rewrite the constitution (without reference to anyone). I questioned the three councillors on that committee but received no reply.

As a local community radio station we’ve received no information about this project.

Next: the county council decides to let community groups run our 44 libraries (as part of a government initiative). We attended a meeting with the Director responsible, the head of libraries and our three local councillors. We suggest we need information in order to tell folk what’s happening. Library staff know nothing. We are told that they don’t have time to tell us anything. I then receive an email from one councillor who has regularly attended our community station to update the local community to say that he’s been told (advised perhaps?) not to come to the radio station any more – because I have expressed an interest in running the library. That was never the case, but I did ask for confirmation that a large property developer had expressed interest, and that they had suggested that libraries were more than buildings, and that they all stood on prime retail sites.

I make no comment. I do question the government’s belief that local councils are the best representatives of the local community. They have too many vested interests.

We’ve tried, in a small way, to encourage the local community, only to be thwarted every time.

I’ll be interested to see how our experience can be related to present aspirations.

Yes absolutely! what a great and lovely idea this thread is. Yet my own experiences as a ‘ volunteer’ has much resonance as your own. To avoid seeming too cynical I can only politely say that people in positions of local ‘authority’ need to look closely at themselves first and not be too judgmental (or patronizing) to existing help already coming from local volunteers. At the end of the day Mr Pickles cost cutting is aimed squarely at avoiding the kind of situation you mention. Simply ‘shuffling the pack’ won’t do! I simply cringe when I see just how much local money gets wasted in these kind of ways. I am also appalled by the way I have sometimes been treated as a volunteer. Simply ignored or treated on similar lines as an offending youth doing community service! Or worst still doing a good job with other dedicated charity workers and then being unable to reach funding for such small things as leaflets, while at the same time seeing local government produce huge quantities of high quality pamphlets on obscure and esoteric subjects.

BJ Library an alternative

Suggested BJ Library Media Centre

BJ Library is scheduled to have opening times cut to approx 10hours per week- we understand the reasoning behind this action and do not necessarily oppose them, however we do have a sound argument for a progressive change to the existing function and service.

The argument for change is not only financial but the ongoing reduced of use of the borrowing of books by the community generally (all age groups). The reasoning behind this is claimed to be the advancement of the digital age - internet etc . However with particular reference to the many urban and rural libraries of which BJ is one, this can only be a partly true.

Our research and reasoning is much wider based – and based on a much wider based remit.

Burton Joyce has 50% of it 3500 population being over 50 years of age , in fact 30% are over 60 with many now living into their lat 80’s . Only a small number of these ( possibly 10% ) are familiar with, and regular users of email and the internet .
The conventional printed press is in decline, with moves towards extensive Online use for getting their news out to the public. The Nottingham Evening Post is a classic local example.

Even at the lower community level, information relative to the activities and content of interest groups and societies appears to be slow and ineffectual in dispersion through-out the rural and urban populations.

Yes we have Parish Magazines which continue to perform admirably with limited finance and efforts of volunteers. The information fed down from Councils at all levels lacks the detail and effective penetration with its production and circulation having a doubtful financial justification .
Our suggestion is to reorganise urban and rural libraries into community media centres where residents and volunteers can use and add to the facilities in such a manner as to more effectively bring communities together, developing and expanding local communication of the digital age into a more effective, interesting and total age range activity.

Some two years ago we created ( at our own expense) Burton Joyce Online – Community website . This project has been most successful in contributing to the spread of news, opinions, views ( amusing and sometimes contentious) not only locally, but world-wide with regular viewers/visitors to the website in the USA, Canada, through-out the UK, West and East Europe, Russia, Asia and the Far East, South Africa /America ,Australia and New Zealand etc. Our month on month visitor levels have now remain constant for over 18 months.

We suggest that this style of project and an initiative by the BJ library service could readily and easily adapted, with the contribution of volunteers and individually interested/ minded members of ALL ages ( including the Primary School and Teenagers, mature and senior interests within the community). This could easily develop as an integral part of a comprehensive and genuinely relevent media source - fully used and available by the wider community. This suggestion/proposal can quite easily become a possible follow-on/extension to our existing and FREE NHW - ABC (basic emailing and Internet) Tutorials at the BJ Library

By utilising the latent talents existing within a community and creating wide, specific , locally relevant information content available through such a project, individuals and groups ( within BJ) can readily, quickly and easily access online - at home , on a laptop or print off in the library, single and low quantities of selected articles for personal, distribution or collection by their own specific interest group ie. WI - Senior citizens – Coffee Clubs, Local History, Genealogy, Art groups, NHW, 1 to One, Choral Soc, Calligraphy, etc and provide a more relevant , useful and informative source of local interests/information.

Finally by the introduction of the interactive elements normally attributed with and available within media centres, and such a project as suggested, it is anticipated and expected that a greater stimulus for participation can be generated within the younger generations of our community and thus a greater interest and utilisation of our revised library ( media) service

We must shout for better trains

THE parish councils that shout the loudest seem to get East Midlands Trains to stop at their village stations.

Alas, not Burton Joyce Parish Council though, not even a squeak from them about our appalling train services over the past two years, and that goes for the county councillors too.

For example, if you take the 8.17am Monday-Saturday train to Newark, and are unable to catch the 9.55am back (stopping at Burton Joyce), you have to wait until 3pm for another one stopping from Newark.

Hence, all that's left for you to do is catch a bus from Newark to Southwell, change there and catch another bus to Burton Joyce, carrying your shopping etc.

As for the Sunday service, it is abominable.

So Lowdham Parish Council, along with Collingham, did a bit of shouting to Tim Shoveller, managing director of East MidlandsTrains, and got him along to their meetings with representatives from Notts County Council and, you've guessed it, both village stations have a train stopping every hour now.

So, maybe Burton Joyce Parish Council could now start roaring at East Midland Trains to improve its service also.

Sept2010 –Burton Joyce Strategic Plans .The BJPC begins its 3 year strategic planning for the village early November.

After feedback from the village plan and other sources the BJPC wants to set targets for areas of improvements within the village: Suggestions so far have been:

1. Village Centre facelift including new surface , furniture an lighting to the area around the Post office.

2. Christmas tree lighting up ceremony in the village as community event

3. BJPC to take over verge cutting from NCC in an attempt to have neater more frequently cut grass areas

4. New pathway and verges to wasteland next to Nelson Car park and access to Trent

5. Additional Parking pull-ins to service estate agent shopping area and village hall.

6. Additional revenue stream for the Poplars to get closer to self sufficiency of income—with an all weather pitch.

7. Closer consultation with NCC and GBC department to ensure Burton Joyce and its residents are cared for and its environment and if it can deliver any additional services such as verge cutting or local repairs more cost effectively than the larger agencies.

8. Community Power scheme development. Using either Photovoltaic panels( large scale) or Low Head Turbines on the Trent.

These are just some of the ideas being considered and prioritised by the BJPC and then adopted into a formal strategic policy for the next few years

WOW!- "Grass verge cutting" "Community Power scheme", "Christmas Tree ceremony", "All weather Pitch" "addirional parking for Estate Agentss" " new pathway toside of Lord Nelson etc" Where are specific considerations for improving and assisting the lot of the 50% within the community who are Over 50years

The Villge centre facelift appears to be the ONLY GENUINE STRATEGIC suggestion all the rest appear to be classic examples of "politic-ing"

Our BJ Seniors "grasp the nettle"

The "Seniors" in our Burton Joyce community have accepted the challenge and are taking on the challenge of becoming email and Internet active.

The BJ Community NHW has for many months now been proving FREE email and Internet tutoring at the Monday morning Library "Pop-ins".

Only these last few Mondays have seen several of our senior ladies ( all in their late 80's )coming thro just TWO one hour sessions with flying colours and are now so enthusiastic that each of them have either purchased or in the throes of getting their own laptops.

This NHW training programme is supported by a "ABC basic email & Internet Tutorial" and provides a "life time - help line" via email contact - A "HELP LINE", for all things - computers or otherwise

Burton Joyce is today snowed in, as are most places within the County and Country yet we all must continue to develop the "BIG caring, sharing Society" and that is not to simply develop and emphasise the present Governments "catch" phrase policy .

Everyone will see and understand the TRUE BRIT spirit of our population and communties with the many examples of those involved in the "7/7 London Bombing" as per the present hearings in London.

Here in our Trent Side village in Nottinghamshire we conscious of the need to further work together for the betterment of all in our community as the impending financial cutbacks loom ever close over us. We know we are going to see some loss in our library service which will include reduced Internet access for those without a home Broadband facility.

Burton Joyce now and once again has an operational Neighbourhood Watch scheme.

This new initiative is a true community initiative it is NOT associated with any local administration - Parish Council, LA Council or the County Council. HOWEVER it does have the support of the South Nottinghamshire Police .

As with each Neighbourhood Watch scheme this paricular initiative is

"OWNED and RUN by its volunteers"

On Saturday the 19th of June the residents involved in this new initiative organised an OPEN DAY at the Carnarvon Rooms in the village centre. This event was a resounding success - much of the pre-event publicity being kindly provided by numerous local busineesses and individuals .

On the actual day many from the community came forward to act as volunteer Street Co-ordinators, supplementing the many who had volunteered before the Open Day event .

The day was primarily staged to publically announce the re-establishment of the Burton Joyce Community Neighbourhood Watch and introduce several new initiatives, designed to bring the new scheme and its volunteers closer ( physically ) to the community.

These initiatives are

1) A Monday Morning NHW "Pop-In" on Monday mornings at the BJ Library
2)Personal/confidential/incident reports re suspicious occurances in the village
3)A personal and confidential Holiday Watch scheme
4)A dedicated e mail address - bjowatch@gmail.com
5)A dedicated NHW section within http://www.burtonjoyceonline.co.uk/ website featuring regular updates and Police Alerts ( Hard copies on file at the (Pop-in)
6)A section within the website's interactive Forum for comments, opinions and suggestions etc
7) Advise and supply of Home and Personal security devices .

A change in face

Hi everyone

This Blog has been given a facelift ( Wow! that really is punny- what?).

As this is a new financial year and there should be Parish Council elections next year, I am now taking an uptodate look and reporting the on the relevant facts and incidents which probably affect the majority of those in our communty during the period running up to the actual voting.

To days topic is the "Anti Wind Turbine" lobby and the village exhibitions which will be featured both the coming Saturday and the following Saturday in the Carnarvon Rooms in the village centre

I am not taking a role either way or coming down on any side of the argument for and against , we simply say that the debate within the village is inevitably grossly unbalanced and biased by a few activists against the proposed plan ( with an unsubtantiated claim that they represent the vast majority against the scheme).

In fact the Chairman of the initial village meeting called in the Village Hall to discuss the "fors and againsts" meeting ( the chairman of the Parish Council ), had a vested interest in the topic and his openng statement clearly emphasised he would not allow any questions or arguments from the floor of the meeting, re- the benefits or the "green" credentials of the proposed plan -

The village anti lobby is also lead by aother Parish Councillor (who also has a vested interest which has now been waved by the GBC). This "Anti" lobby now has major financial support from the Parish Council, however , there is no equivalent financial contribution available to a "Pro" lobby .

Now I am not claiming that the majority of the community is actualy "for or against" the scheme, however I am saying that the original village meeting to discuss the action was flawed and biased and that one of attending villager's call for a referendum does not appear to have been answered or considered. I also suggest that the show of hands at the end of the meeting ( by approx 150/200 of the village population estimated at 3500/4000) was and is an undemocratic
assessment of the community opinion and furthermore the financial involvement with contribution by the BJPC is questionable

BJ Residents Association AGM - April 2010

This was the first BJRA meeting I had attended and I must say it was most pleasing to hear that the last 12 months had been a relatively quiet period re the two major contentious issues - the Gravel Extraction and Flood Issues . However I was personally assured that the BJRA would continue to be vigilant in the future, with a constant "eye-open" for any possible surreptious advances by those wanting to gain by ressurecting this issue once again.

It was also good to learn at first hand - from existing officers of the BJ Preservation Society, also present at the meeting - that they fully backed and appreciated the work of the BJRA - Julie O'Neill in particular - for her expertise and constant endevours to thwart the development of mineral extration and her personal application in gaining further commitment by the Environmental Agency to finace the Bj Flood Protection with a £490,000 investment .

However we will all await with bated breath for the putting to bed and the completion of these two respective issues

burtonjoyceonline principals have become volunteers with the IT Champions scheme for the Over 50's -

This scheme which is FREE to the Over 50's is supported by Charity- Rural Communities Action Nottinghamshire and provides in conjunction with the Governments MY GUIDE online computer learning programme the basic instruction in the use of computers for e mail and the internet required by many of the elderly

The initial reaction by the community Burton Joyce has been really well received and the project with the cooperation of the local library now offers a FREE Monday morning "Pop in" as a taster of what is on offer to them.

BJPC "WATCH"

After 12 months experiencing at first hand the antics of the Burton Joyce Parish Council and the fact that their stated communication policy is for "Open and Transparent" disclosure , unfortunately just is not happening.

The Parish Council's relative simple proceedure of posting Council and Committee Agenda and Minutes on their own website just is NOT happening

We at burtonjoyceonline have therefore decided to begin a B J Parish Council "WATCH"-

We have started this WATCH to bring to the attention of the B J Silent Majority (which is 50% of the community and who are over 50 years old) that they have little or no benefit from the £115,000 budget administered by the BJ Parish Council - in tax provided for administration of the total community.

How about a balanced response to the BJPC's action against the POSSIBILITY of STW unspecified windturbines proposals

At the recent meeting in the BJ Village Hall - called by the BJPC ( and at a cost to the Parish Council's budget), it was claimed ( at the most) 150 of the community turned out in attendance .

Now if ALL those in attendance were actually representing different households ( most unlikely as the majority attending appeared to be couples) - then the ANTI Windturbine voters can onlu actually claim the support of less than 10% of the community households

Now that does put the whole issue in perspective

Therefore throughout the coming month I will be posting here in the Blog many of the astounding revelations, discovered by "BEE - JAY", re- some of the BJPC's "discreet" activities, which have come to light during his 12 month investigations into the BJ Parish Council's affairs and the unofficial activities and use of their facilities. .

It follows that Bee Jay has always been prepared to discuss and resolve these matters directly with the administration, however their recent decision to add his name to their H V & C policy is a gross travesty of justice of their own creation.

A case against Wind Turbines

A realistic alternative

Although we at BJO can and do understand/appreciate our community's concern, particularly with the noise element of a possible installation, it is most important that we all see the Proposed Wind Turbines at Stoke Bardolph against the larger backdrop of the Governements financial incentives for carbon reduction and the renewable energy projects available to the major companies which may just overide their interest in the community's welfare

The main crux of this proposal, most of us will have always assumed, is to reduce our planets dependence on fossil fuels and assist in restricting the deterioration in the planets ozone layer .

There are many more alternatives other than Wind Turbine installations available to a strong Government - there are more significant impacts much nearer home in their own establishments , ie good housekeeping - switching off unnecessary lighting , limiting central heating levels , more use of video conferencing, curtailing all unnecessary travel, expenses and allowances - particularly within the European Parliamentary Administration and Structure. The savings can achieve staggering levels to every member nation, individually and collectively

We should also be aware of the "Hand-outs" available ( via the Government ) to the major companies who "justify" the installation of Wind Turbines and renewable energy installations onshore and offshore here within the UK and the penalties we locals are expected to accept/tolerate in the process -

We should ensure our voices are heard strong and loud at every level of administration, for there are more sensible alternative ways of achieving their goals, other than throwing finance raised thro our taxes at them

A Case FOR Wind Turbines

A response to the opposition to the Proposed Wind Turbines at Stoke Bardolph

The main crux of this subject is to reduce our planets dependence on fossil fuels and assist in restricting/elimination of the deterioration in the planets ozone layer with the excess emission of carbon into the atmosphere. Unfortunately the major affect of these excess emissions is the unfortunate and regrettable acceleration in climate change.

We here in the 3 villages should be acutely aware of the result of climate change and the resulting increased vulnerabilityto excessive rainfall/surface water, particularly here within our location on the River Trent flood plain

We should all remember the not too distant flooding disasters and tragedies of families in Boscastle , Sheffield, Rotherham, Doncaster, Hull, Gloucester, Worcester and River Severn areas, with the emotional displacement of hundreds of families into temporary homes, which in some cases has lasted years . We should also remember our own recent experiences here in this village, Stoke Bardolph, Lowdham, Gunthorpe, Lambley and others locally

We should all be aware of the consequence of refusing to individually and collectively take on the responsibility by NOT opposing the proposed, renewable and zero carbon energy installation which can assist our national energy generation problem. We in BJ/B/SB can set an example to all , by accepting change rather than resisting the proposal to install inshore Wind Turbines in our area. Let us in these 3 villages “grasp the nettle” setting an example to everyone, everywhere, that we the local community can and do care for the welfare of future generations and our planet

BJ Flood Defences

We see that BJRA has been working on serious issues for the village, working on ensuring that new funds would be allocated for the flood embankment and keeping everyone informed everyone informed while the parish council is fiddling around ie..

"We are very pleased to be able to report that the Regional Flood Defence Committee has now allocated £490,000 for the Burton Joyce Flood Embankment and the Environment Agency aims to commence construction in Spring 2010.- "

The Community at large will no doubt be pleased and appreciative of the BJRA working on serious issues for the village, working on ensuring that new funds would be allocated for the flood embankment and keeping everyone informed everyone informed, while the BJ Parish Council appear to be fiddling around.

Fiddling around and revisiting issues already investigated , reported on, discussed and approved by the full BJ Parish Council some 12 monthst ago - i e the Grove remodelling.

The original "Grove report" and application proved successful in obtaining the £15,000 granted

Why is there a need to "tinker" ? - "If it aint broke - Dont fix it"

The Agenda for the November meeting reveals an item as follows

Wind Turbine public meeting.
a/ Request for £500 to facilitate public meeting use of publicity material, poster, banners and hire of village hall
b/ Approval for Cllr Cluff to prepare a presentation on the impact of the Turbine Proposal on Burton Joyce and its residents

Why is the BJPC seeking to spend money - £500 ( our taxes), on organising a public meeting ( publicity, posters, banners ) and seeking the approval for Cllr Cluff to prepare a presentation on the impact- Where is the justification for selecting Cllr Cluff - should this responsibility be that of the Planning Committee Chair?

It certain appears that the BJPC has already adopted the Anti Wind Turbine posture as exemplified with the present content of propaganda featured within their website.. ..

Surely our Councillors are elected ( or co-opted as is the case of Cllr Cluff) to represent the majority view of the community and provide a balanced arguments "for and against" .

Is there a suggestion here that the BJPC does not consider the community equipped to consider these matters independently presented?

Did the BJ Community notice the failure of the "Poplars Committee" to get a quorum for the September meeting, didn't have a meeting in August either. This has been an ongoing issue in the past - members can't be bothered to turn up unless they have something of benefit to them on the agenda, so business just get put off again and again.

How about hiring the Carnarvon Rooms at £25 for a short Planning Meeting in August - with three Councillors and the Clerk in attendance! when the BJPC has Council offices - (occasionally used for meetings at zero cost) and of course there is also the Poplars which could also have been used - again at zero cost

"I have followed this site from early this year and I have become an avid reader. I have always been interested and admired everyday folk questioning and seeking justification from legislations local, regional and nationally - this site follows that great tradition. Even so this is my first contribution to this Forum.

There are at three topics on this site ( within this Forum) which have really stimulated the interest of the readers .

“Why do Councillors keep leaving?” “Low usage high Cost of Poplars” and latterly “Parish Council”

They three topics have attracted over 1146, 1439 and 518 visitors respectively - together with 32, 35, and 15 associated posting (includes both the original forum and this improved “beta forum” ).

This surely confirms the significance and importance of these subjects to the Onliners within the community

For many years now I have had more than a passing interest in the activities of our local Parish Council and have become disturbed by the lack of accountability of it as a body and the attitude of several successive, individual Councillors. The PC’s lack of transparency and the “blurred” association of several and successive individual Councillors with additional local activities, creates some concern and suspicion within the community. Over many years there have been questions asked within the PC and justification requested for certain situations - too many remain unanswered, with delayed or deflective replies However it is most concerning when the integrity and accuracy of the PC and one Committees official minutes (relating to the posting content of this site ) are legitimately questioned, without the courtesy of a direct and adequate justification for the inclusion of the specific statements contained within Council & Committee minutes.

After all, I understand that if there are inaccuracies in this particular community website‘s postings, then early and due remedial postings of recants and apologises are always assured and promised as a standard practice

This appears fair to me, evidently not to the PC "

UFO Spotted over Nottm 12/09/09

REALLY - This is true and substantiated by Cllr Allen Clarke our local County Councillor. -

12/09/09 My wife and I saw 6 x "UFO's" in the sky over Ruddington and south Nottingham late last night at 22.16< 22.18. These sightings were at a height and speed similar to that of aircraft approaching EMA. ( As we live directly opposite the incoming flight path from the South and at our homes height and view point from our huge lounge window we inevitably have a regular evening interest of watching incoming aircraft and diversions into EMA - somwhat an irresistable hobby ;-). However the main difference last night was our sightings of "UFO's" did NOT not have flashing navigation lights at their wing tips etc., NO their singular light was much larger and significant and constantly ( as opposed to intermittant flashing as those on conventional aircraft) they lit, singularly, reddy orange in colour. These "UFO's" appeared to fly in precise unison in 2 pairs ( maybe 0.5 miles apart ) with the second pair estimated 1 mile behind and a further single object a further 1 mile behind these. They all moved in unison at the same apparently leisurely floating speed. The amazing thing, then was after a miute or so the lights in the leading pair gradually dimmed ( almost as if the object turned oppositely away from our view point. The following pair of lights and the singleton bringing up the rear also gradually dimmed at the same place in the sky and eventually disappeared when they reach the same spot. The whole scene was like an aerial ballet. Some 2 minutes later the sixth single UFO. appeared and repeated the sequence. The night was very clear without cloud no chance of a mis sighting - a regular passenger plane passed overhead BJ at the same time and within another minute or so, a further conventional passenger flight came into view from the south on the normally expected flight path into EMA

First Parish Council Meeting

The April 7th Meeting was the first Council meeting I have ever attended. It was to be quite and event. .. Let me explain .. ..

Council Meetings allow Public and Press attendances, however very few Public or Press usually attend - I was under the opinion that this was the result of apathy or a lack of awareness of their arrangements - now after attending an actual meeting I do not believe that previous opinion of mine is anywhere near the truth.
At this particular meeting the “Public” attending comprised of “a family of five”, a mature lady village member, the “Chairperson” of the newly created “Village Plan Committee”, our village policeman, a representative of Severn Trent Water and myself.

Initially there was some procedural matters for the Council Members to agree upon -however, I did note that a reference to the absence of both Councillors O’Neill was noted, yet I had read an entry in the local Parish Magazine that they had already decided to step down at the end of the month ( not surprising then that they were not in attendance). I do wonder why there are so many resignations from the Council At this particular meeting there was only 7 members present, including the Chairman and this actually included recent secondments. Uum!.

I will not bore you with a minute by minute record of what went on prior to my presentation, other than to say it was quite disappointing for me to see the Severn Trent representative, the family of 5 and the Chair person of the Village Plan all leave prior to my own presentation - Shame on them! - for they may well have witnessed a taste of actual democracy in action, by that I mean unconstrained free and straight speaking by the public - me!.The April 7th Meeting was the first Council meeting I have ever attended. BJO was created and developed for the ENGAGEMENT and PARTICIPATION of our community . It is already beginning to achieve those aims. The initial success will continue with even greater results, particularly if our independent, investigative, non aligned project, has the cooperation and endorsement of the BJPC and other establishment bodies, however irrespective of specific relationships, we will continue publishing our independent views and opinions to ensure our community is all participating , all inclusive and open.
We want a better place to live , we want less anti social behaviour, we want a caring sharing society, we do NOT want an untidy, unhygienic environment, we want a pleasant, peaceful, attractive environment, we want to help and give assistance to those in need, we want an equal sharing and allocation of facilities for ALL age groups. Yes, and the inclusion of the elderly and the infirmed within our community

All this brings me to the realisation, which came to the surface a couple of weeks ago ( the 4th of April actually) That the aims and aspirations of BJO are significantly and naturally closely aligned with those of the Burton Joyce Village Plan.. Uum! Very interesting.. .. ..

Don’t get me wrong, I am full of admiration for those who commit themselves to community service, however the B J Parish Councill seems to be presently following a path which is somewhat "overgrown and less defined than one would expect"

That’s my personal opinion .. for what it is worth !!

Is this an acceptable face of graffitti?

This morning the 21st I went into the village centre as is my want, and I was shocked by the number of FLY POSTERS which had appeared, apparently over night. The village centre had suddenly become bedecked with 9 Fly Posters within 100 yards of each other - pinned to trees, telegraph poles and walls on both sides of Main Street and the Coop car park. Now if this was not the work responsible adults, but that of our un-thoughtful, un-caring, irresponsible teenagers displaying examples of their Street Art ( termed and accepted as graffiti) most villagers would be up in arms. But not so with their fellow adults for this is apparantly acceptable --
SHAME or is this really the acceptable face of graffitti ?

Why is it that these examples of posters publicising “one-off” events, sometimes even ongoing events, are very rarely ever taken down after the event publicised ?- Because those who put them up in the first instance cannot be bothered, or have little consideration for the appearance of our village environment. they are more concerned about their publicity - that’s why

A Local Solution?

It would appear that our Government has no solution to answer or arrest the ever increasing Home Repossessions in the UK.

There were 40,000 home repossessions in the UK in 2008, from a housing stock, probably totalling 2million. This equates - in its simplest form - to 4 home repossessions here in Burton Joyce

Is there a solution within our own local community for looking after our own ?

Here is one resolution which we should all seriously consider .. ...

In today‘s society we are constantly solicited for weekly/monthly donations to a wide range of charities, animals, cancer, overseas tragedies, T V appeals etc., etc. Let us look closer to home?

In B J we have approximately 2000 households - If these B J families donate just 50p per household, each a week to a BJ Village Repossession Fund we can all do our bit in preventing 4 families within our own community, (possibly our personal friends), from loosing their most valuable and treasured possession. With just 50p a week form each household we can ensure BJ families are kept together, prevent children from becoming homeless, with the automatic disruption to their education, stability and childhood, - with possible subsequent lapses from the “straight and narrow”

The whole scheme can be administered/operated anonymously by 2 or more local discrete persons of repute. 50p donations can be freely given by cash donations into a collection bin possibly located securely with in the Post Office.

It is intended as highlighting/underlining many, many points which just do not make sense to us mere mortal

Our Government gives £Billions to the initiators( Banks and speculators) of this recession/depression and virtually nothing to its own citizens. The PM is not to blame, according to him, yet he continues to expose himself as a world financial champion with increasing overseas travels and yet relatively NOTHING to the innocents in this his own nation

Unemployment - the Government announces a level of 1.97 Million at the end of Dec 2008 ( Huuumm!- this figure appears a little suspicious - too precise! Plus it is announced in late Feb 2009). Why does the Legislation take so long to publish at the end of 2008. Is it not possible to have instant publication by using running totals ?

Home Repossessions - 40,000 in 2008 and yet in Dec 2008 the Government announced a Mortgage Protection scheme - which incidentally is still not finalised or available to those already repossessed. SHAME ! SHAME ! SHAME on all you politicians

Promises and delivery- by the Government should be of the real world.
Why does every colour of Government adopt the same line? - allowing the legislator to consume untold time and facilities in establishing precise and exacting legal jargon in drafting laws and benefits - Whilst our Nation continues suffer in the face crisis and emergencies - created by others .. .. Why on earth are we as civilised society (who instantly donate to the appeals of others in need and turmoil), NOT capable of creating a means of rapidly servicing the unplanned critical need of sections of our own society in time of national crisis?

National Benefits legally entitled can take a 5 weeks delay to reach those people and families who have an instant need for cash fortheir everyday existence - Why? Because the Legislation cut back the Job Centre facilities in the “good times” and now cannot service the need of those legitimately requiring immediate help. Emergency payments just do not appear to be available to the those really in need

MP’s Pensions are GOLD PLATED and are said to be the best in the country - and what do our representative do about it? - Consolidate the fact and resist change

MP’s expenses, incl home and away - Why is it that these are continually under wraps and NOT completely open and available to public scrutiny , those they represent

Why in the “good times” is it that the Government want and try to persuade the Nation to be judicious Savers. At the same time they and are critical of the borrowing and spend, spend, spend attitude of the majority. Yet currently the “Savers in this nation” are now left ”high and dry” with a dramatic drop in interest rates and presently left with no income whatsoever from their savings - which in the past were contributing to the Nation’s wealth
Shame! Shame! Shame on the legislation

Mortgage availability is now almost dried up and the PM is advocating no more 100% mortgages - however where is the alternative housing availability coming from - what is the state of the present and projected housing stock ? And when will this materialise ?- Huuum!

Business overdrafts are the lifeblood of our economy - without them there is a minimal inducement for new entrepreneurs, little or no contributions to the GNP. Little or No new employment in the small business sector ( less than 10 employees). Yet the Bankers ( possibly the only sourcing for this sector) are withdrawing support daily, because there own, debt to capital ratios are now becoming further aggravated and adversely affected (their own making)

Why is it that each successive Government seek to sanction colossal expenditure on offensive military equipment. When in this day of high technology and inventive initiatives is there not a greater emphasis on a defence initiative , Why do we need expensive, War Ships and Aircraft Carriers?. Why do we adopt the role of World Peace Keepers with materialistic, mega expensive, ultra slow moving, water based vulnerable hardware when today defensive self propelled rockets can reach, with pin point accuracy, anywhere in the world ( we can even reach the moon and beyond ).? eg Why was the invasion and war against Saddam EVEN necessary.

Why is it that we have to accept the present situation of foreign workers being imported into this country temporarily accommodated in specially provided floating Hotels whilst temporarily employed by Contractors on major British contracts ?. This goes on whilst the local Tradesmen are denied access to such positions - the answer supposedly is European Community Legislation - Huuumm! Yet we are denied the promised referendum on the community issue by the present Government

The Governments PFI policy is now coming home to roost . What is PFI ? - Answer Public Finance Initiative. Which means the Government gets companies in the independent sector to accept and develop Major Contracts, to build provide Buildings Services and development projects at their own expense and then lease the results back to the Government and legislation at a commercial profit ( many of these projects are now are seeking increases in their returns , which is resulting in many facilities pricing themselves beyond that which Local authorities can service - this can result in higher local rates/taxes for the community if the facility is to remain open or even closed down, as a result of established long term contract commitment)

Over the past few years there have been considerable changes in the retail businesses available to the village communty - For example

Approaching the village from Gedling the first business on the right was

1) A “Ford Dealership” selling petrol and new cars, plus servicing and repairs - now a residential development
2) At the Station Road X roads was/is the “Old Newspaper Shop“, now modernise and refitted
3) Diagonally across the X Road Is the “Barbers Shop” - once a confectioners
4) Just in to the village via Nottingham Road is the “Pear Tree Dental Surgery” - this was formally an Off Licence/ selling produce etc incl Video rentals.
5) The “Children’s Nursery” at the X Road of Lambley Lane/Main Street was originally a house refitted as a Doctors Surgery/Dispensery
6) Into the village centre we now see the “Charity Shop” which previously was a Hardware Store
7) Above the Post Office used to be a “Solicitors” office open 3 days each week
8) Next door to the Post Office is the “Chemist” previously a Health Food Shop and before t Next door to the Post Office is the “Chemist” previously a Health Food Shop and before hat a Wool Shop- Rainbows.
9) The “Take Away Cantonese” was previously a Chinese Take Away
10) Across Main St into the Coop Car Park (with an access from Chestnut Grove) formerly was a “Car Repair” service garage complete with elevated Ramp
11) Across the Main Street the “Fish & Chip” Shop was originally a Butchers
12) Next door the “Physio“ was the Old Midland Bank
13) Opposite and a little way up Willow Wong is now a "Hairdresser" which previously sited a “Laundrette/Dry Cleaner”
14) Into and left in Main Street again now is “Delights”- previously a Vegeterri, with a Chiropodist business above
15) Further down Main Street is “Tealights” the tea and coffee café -.formally a Bakery
16) Approx 50 yard further along the street , on the LH side and corner, stand a relative new “Detached Cottage” this is a rebuild of “Mill’s-Old Newagents”
17) At the Bulcote end of Church Road is a “Car Sales Operation” - formerly being Petrol Retail
18) Back along Church Road at the Meadow Lane junction is the “Estate Agents” formerly a small “Engineering services/product outlet”
19) The last outlet in this small clutch of businesses is a “Beauty Salon” - previously a Ladies Hair Dressers

B J Flood Defences

Flood Defences

On the 6/7th Sept and 3rd November I previously reported that the BJ Flood defence pumping station had still to be completed. - after the commencement of the work in February of this year
-In the October issue of the Parish Magazine, Steve Wright’s contribution comments upon the report by the Environment Agency Flood Risk Management and their statement that at the time of going to print (which could be interpreted as the 16th Sept 2008) “the work was nearing completion of the pumping station” and that “When all work is completed screening of the site will be carried out by planting suitable shrubbery”

--Well let me once again advise all in B J and the Agency itself, that work appears to have had only a little move towards completion,

Shame on the Authority!

With all the rain and now the huge snowfalls, we have had of late it makes me contiue to wonder if all the expense in the new , non-completed B J Pumping Station was really necessary. After all we have all seen "down pour, upon down pour" and "wide spread flooding" thro-out many areas in the country, but not here in B J this year .

Once again a remnder for is it, that all the embarrassing and frenetic, renewed cleaning and clearing of the county's natural drainage ditches, dykes, becks etc (which have been in existence for years ) has been really effective and re-established the results for which they were initially created for ? ..

or have I just missed or overlooked something else?

Face Surgery and Body Augmentation

Plastic facial surgery and lip, cheek and breast augmentation are becoming common place on TV

SO LADIES BEWARE and ask IS IT REALLY NECESSARY ?

Whilst watching “Richard and Julie” recently, I noticed the obvious - Britt Ekland , one of their guests appeared to have a “TROUT LIPS” ( similar to those unfortunately experienced by Leslie Ash). I am also aware and realise that Lionel Blair has been sporting an example of a “facelift gone wrong“ for some time.

However, J K Rowling ( Harry Potter creator), T V’s Ann Robinson and Sherri Houston ( ex Coronation St, Emmerdale Farm and Loose Women) the latter “allegedly” from B J., although some do contend it is more like Gedling or Cartlton are much better examples of “Surgery/Body Augmentation“, although it must be said, these three ladies in particular, are certainly in the minority.

I then decided to search the internet for examples of “mishaps“ and found all these featured in one blog by someone else .. .. ..

On the 6/7th Sept and 3rd November I reported that the new BJ Flood defence pumping station had still to be completed. - after the commencement of the work in February 2008

-In the October 2008 issue of the Parish Magazine, Steve Wright’s contribution comments upon the report by the Environment Agency Flood Risk Management and their statement that at the time of going to print (which could be interpreted as the 16th Sept 2008) “the work was nearing completion of the pumping station” and that “When all work is completed screening of the site will be carried out by planting suitable shrubbery”
Yes! - I understand that

Well let me once again advise all in B J and the Agency itself, that work appears to have had little and no significant moves towards completion,

With all the rain and now the huge snowfalls, we have had of late it makes me wonder if all the expense in the new , non-completed B J Pumping Station was really necessary. After all we have all seen "down pour, upon down pour" and "wide spread flooding" thro-out many areas in the country, but not here in B J this last year .

Is it, that all the embarrassing and frenetic, renewed cleaning and clearing of the county's natural drainage ditches, dykes, becks etc (which have been in existence for years ), has really been effective and re-established the results for which they were initially created for ?

.. or have I missed something?

Peacocks Back

The Burton Joyce Peacocks are back .. ..

Last year many residents adjoining the greenbelt on Foxhill Road and Hillcrest were constantly ( daily ) visited by a flock of .. .. ..

Would you believe it - peacocks!

At one time last year the flock was was up to 16 strong - conventional coloured, all white, males (or was it one male) and a collection of females etc

“Fantastic” ! Many of you may say, particularly when they are seen strutting down the middle of the roads, sitting high up on roof tops ( Yes on the roof, for unlike those at “Newstead Abbey” etc., these birds do not have their flight feathers clipped ).

It has to be agreed, that in flight, they are spectacular. However, when they are strutting around in your gardens , patios etc they are much less attractive - particularly when they peck/feed constantly at your plants, herbs etc and Yes, even more so when they "c**p" all over he place.

This "c**p" is NOT the corrosive variety we have all seen which is discharged by feral and wood pigeons. ( and in which we have trod) - No ! this "c**p" is a large and messy heap - and what's more it does not appear to “harden off” like that of pigeons - this messy heap remains soft and squashy, for long periods and sticks like glue to your shoes, boots, trainers, wellies etc and it smells and stains horribly .

Evidently many of the local residents also saw and witnessed the similar, numerous ( daily ) visits last year, their shrill calls were also constantly heard, particularly during their mating season. Even if they were out of sight, anyone in or around the Bridalway ( top of Willow Wong) will also have been subject to these frequent calls
-
The “grape vine“, advises that many of these birds were sold off last year ( for they are reputed to be a good buy and lay really tasty breakfast eggs - urgh!

However, they are now back in force once again …

..such a pity !

It has begun with a change in direction of my companion Blog - BURTON JOYCE ONLINE - which now becomes the "BURTON JOYCE ONLINE NOTICE BOARD" and is available FREE to bone-fide B J non-commercial organisations, groups, societies etc to publicise their news and events etc

As the awareness and understanding of Blogs has continued to develop and broadened I have decided to revert back to my original Online Non de Plume - "Burton Joyce Blog'R " I trust this is not too confusing, for the face behind the name/Blog remains the same

Simply as a reinforcement to the description of my blogging, here once again is the explanation of Blogging

INEFFECTUAL COMMUNICATION

For those of you who have been following my Blogs both here and at BURTON JOYCE ONLINE you will be aware that for the last 4 to 5 months I have been “blogging” on about numerous subjects which have influence on our community and individual lives. .Over the next months I am reasonably sure that I will be blogging and visiting them again. However, my current subject is fresh and stimulated by my thoughts on the possible future use of “The GROVE.”.

Whilst considering the subject, I did recall that a couple of months ago one of our Parish Councillors was delegated with investigating the matter and seeking possible funding. At that time, it was decided that the opinion and suggestions of the community would be sought for consideration.. Some time later I believe the PC provisionally concluded that the GROVE area should be developed and used for the relaxation and reflections of the B J residents ( I am not too sure of the precise wording, however it is something along these lines) .

I would like to learn HOW and WHAT influenced and persuaded the PC to proceed in this particular direction.. .. .. . Now don’t get me wrong - I do not necessarily disagree with PC decision , however, I do question the mechanism used to arrive at this decision. I personally do not recall - EVER - being consulted by the PC or any individual Councillor on subjects or decision taken by the PC..- where is the “Open” administration promised at election time. I am also particularly interested in the huge negative effect the “Poplars Playing Field “ has on the PC budget.

The PC minutes promised a review of the subject - uumh !!!!.

Once again let me say that I admire and respect tremendously all those giving their time for the administration and betterment of their community. However, I do question the apparent, ineffectual mechanisms, they use to provide and present the OPEN administration promised

Let me say that .. NO! I have never got up off my backside and attended a PC meeting, nor have I telephoned a Councillor to express my views.

-
However, YES ! I have e mailed Councillors, incl. one of our Councillors at County Hall and YES, he has answered my mail on several occasions AND as a result has spoken with me on several occasions. - Thanks Councillor O’Riordan.

-
Councillors and representative should realise the majority of our community hesitates to contact verbally, for like myself they hesitate and dislike confrontation. Confrontation, particularly with officialdom usually involves some inevitable intimidation, for the majority of officialdom have the experience and expertise to intimidate us, the less informed - More frequently than not they usually avoid direct and relevant responses even to the most simplest of direct questions - ( ie Parliament Question Time and TV interviews) very frequently and all too often with an unjustified arrogance.

Communication via e-mail is much more acceptable and convenient.

Unfortunately our Parish Councillors, do not have, or choose not to publicise, an e-mail address.. .. Surely even if they want to ensure privacy for their personal e-mail address, they can quite easily offer direct/personal e-mail contact via a Parish Council list of official yet individual Councillor e-mail addresses

“Happy New Year” to everyone, everywhere

Some chance many of you will retort ! Especially with the World’s Economic Crisis overshadowing most everyone and everything.

OK ! The coming times will be difficult. So now, even more so , is the time for us all to pull together as a community and look after our own .
-
Here is my suggestion, hope and endeavour for 2009. -

As you will begin to realise “My glass is always half full - never, never half empty “.
-
I would therefore be “Chuffed” to see a genuine, cohesive, caring, all embracing community here in our village . A community that is more aware of the plight of others less fortunate than themselves, an awareness with true empathy of all groups and minorities throughout the total age spectrum of B J
-
We will all have our individual and pet endeavours mine is the improvement of the social lives of the “Silver Heads” amongst us. So much talent and knowledge is “tied up” and lying semi-dormant in this sector of our community, I want to free and release much of this for the benefit and interest of others
-
What a load of “twaddle” I can hear in the background ..

OK! that’s fine with me, you are entitled to your own views, however, mine are somewhat different and more positive ( my glass is already half full ).

I believe that creating a central -

“ONE STOP SPOT “ a daily meeting place for all to gossip ,
spend some quality time, read daily papers, take the “weight of ones feet”
receive advise and suggestions relative to grants/benefits etc,
receive help with form “filling-in”
Have a warm tea, coffee or cold drink,
Yes! possibly learn to use the Internet,
hear and discuss daily events , news etc
-
Will help to develop a cohesion in our community.

I believe all of this can be achieved, relatively easily, relatively quickly and economically,

with the broader use of the CARNARVON ROOMS . .. ..

Whooo ! Hold on! .. .. Many of you will certainly think and say.
-
Why ?- will be my standard reply?
-
It is already used for other village affairs and Yes! occasionally for Hot Snacks (the proceeds going to a worth while cause )

Why can we not expand and broaden this facility - is it that there is not a need or is it simply that too many amongst us have “a glass half empty”

Ont Saturday ( the 21st) we went down into the village centre for the annual Carol Service “sing-along”
-
There was approximate 100 individuals there , quite disappointing for a village of 4000.
-
I wondered why the attendance was so low, for it could be expected that over 50% of the number attending, would probably be the congregations of the 3 churches.
-I respectfully suggest, that the answer may not be the indifference of the community to their participation in village activities and affairs.
-
No! My opinion is - the high probability of the "absence of an awareness" in the staging of event and activities within our village
-

This opinion is re-enforced by a limited census, I personally completed, over the last week, where I asked several questions of a "cross section" of B J individuals in the village centre
-
"Can you name a B J Parish Councillor?" -

"Do you know what is happening to the B J Post Office?".-

"Have you ever used or visited B J's Poplars Sports Field?"

"Did you attend at B J's Cenotaph this years Remembrance Day.? "

"Do you use or attend any of B J's Village Clubs, Groups, Societies or Halls?"
-

The replies were both astounding, quite depressing, yet not altogether unexpected -
-
They confirmed and reinforced an opinion I have held for several months now.

Our Village Fathers, Administrators, Group and Society Officers should all quickly and dramically improve, implement the ongoing communication with our community developing an interest within ALL age groups of our community with their agendas, objectives and progress .
-
The Organisations and their officers should begin to adopt an aggressive/proactive, effective and "OPEN" communication programme ( broader and more frequent than is preswently existing ).
A communication programme which includes the information, useful and ALL embracing, to ALL Groups and Interests within our village community..

A TALL ORDER ?

Not so ! There is an immediate, zero cost, effective solution available to all ..

There is little doubt in my mind that generally the community spirit and interactivity of years gone by is no longer around.

Many of you may agree and point to the development of technology, mobile phones, the internet, easy travel etc. as well as individuals and families appearing to live more introvert lifestyles. Others will disagree strongly, I would be pleased to learn the arguments in support of your views.
-
However, what I consider is most important and is that we improve the distribution of community information and the individual awareness/participation in our village life, striving to embrace, restore and maintain an all inclusive society -
-
Word of mouth , notice boards and printed publications all have a place in distributing information and should always be present within our community, however they do not, and cannot fully contribute the wider needs of a truly open society in today’s fast moving world.
-
In today’s society, the Internet is probably more widely used and read than any other single news/information source, certainly for the younger generation, who have grown up and been educated with the medium, are now well familiar and expertised with the use of computers, e mail, the www and mobile phones.
-
**The generation not fully and I stress not FULLY or at EASE ,with these newer communication techniques are, sections of the Mature and Silver Heads who are understandably hesitant with and when applying themselves to learning the use of these new technologies **
-
For all those who ARE comfortable with the new technologies, there now is the need to fill the space ONLINE with genuine local news, announcements and current affairs - which is the precise purpose of BURTON JOYCE ONLINE and the renewed reasoning behind developing the awareness of the project.

This project has been geminating for some 2 years now, with purposeful regular postings and really getting into its stride this last August . It has now progressed to a point where regular daily reports are the “norm” with - news, views, faces and places - serious, amusing, sometime contentious. B J Online is now looking to broaden its appeal by encompassing reports (postings) with interests for all age groups and generations, together with the facility for readers to add their personal comments, opinions and suggestions,,. and features guest articles, competitions, even examples of responsible Street Art (displays on legitimate surfaces) and minority group interests .To create develop the genuine all embracing relationship with the total cross section of the local community
